What they say about D Medvedev. What Dmitry Medvedev said during his speech in the State Duma

The 52-year-old Prime Minister of the Russian government, Dmitry Medvedev, as many have noticed, looks a little sick after being missing for two weeks. In addition, at Medvedev’s first speech (it was originally announced on August 27, but took place on the 30th), its participants drew attention to Medvedev’s strange speech.

The prime minister spoke slowly, monotonously, taking long pauses between phrases, writes Moskovsky Komsomolets. The source also draws attention to the fact that the prime minister’s speech was practically devoid of accents and even the politician’s timbre is different from what it was just recently.

Many associated the slow speech with the consequences of the very sports injury due to which Medvedev was allegedly absent for two weeks. “Has it been replaced?”, “The voice is strange, and it’s also kind of swollen,” Russians write in the comments. And the telegram channel “Successor” even suggested that Medvedev had a mini-stroke:

On the eve of Medvedev, for the first time after his mysterious absence, federal channels showed “in large quantities”. And this is how the prime minister appeared: the right eyebrow is significantly higher than the left, there is an obvious scar or a well-disguised bruise above it, and the most important thing in this story is diction. Medvedev clearly had difficulty speaking, the right side of his mouth moved with difficulty, the prime minister paused and carefully pronounced words, intonation pauses in places unusual for his well-delivered speech, the channel writes.

Dmitry Medvedev's double himself does not comment on the rumors, for fear of being burned

The most interesting thing is that the government is generally silent on this topic, as if they all had their mouths taped shut. The fairy tale about a sports injury clearly no longer works: the Internet is littered with numerous rumors. It's gotten to the point where now the news is all about this. Not in general about pension reform. Yes, because something happened to him, instead of him there is some kind of bomb double walking around, who doesn’t really look like Medvedev

Who could have killed Dmitry Medvedev

The first version, what happened to Dmitry Medvedev, seems unlikely. He was relaxing at his dacha in the homeland of his ancestors. He built luxurious apartments on several hectares of land. And the drunk decided to ride an ATV. On the way, I met some pensioner, and he wholeheartedly hit him in the face for the pension reform, breaking his jaw. This was exactly two weeks ago. The pensioner is now sitting, and Dmitry Medvedev cannot really say anything in public and eats porridge through a straw. You won't envy him here. But this is the version that circulates among deputies. Our version assumes that Dmitry Medvedev is no longer alive. And then some old man hit him in the jaw. He probably blew his head off with some rebar or something. But this version does not seem very plausible.

The second version of the idiocy occurring today in our geopolitical field. This is, of course, the murder of Medvedev. He could have been killed by CIA agents. Now there is a war, and Putin was made clear what would happen to him by poisoning Medvedev. This version is more plausible. And it only says that the stakes are too high. Naturally, Putin cannot announce it, since this is tantamount to declaring war on the United States.

So in the near future we will see what is actually happening. In my opinion, the double will now be shown much less and less, so as not to arouse unnecessary suspicion.

The Internet continues to support the resignation of Russian Prime Minister Dmitry Medvedev, who proposed not to compare the salaries of teachers and police officers and advised dissatisfied teachers to go into business. More than 155 thousand people have appealed to Russian President Putin with a demand to dismiss Medvedev on the portal. Presidential Press Secretary Dmitry Peskov said that he has not yet read the petition, but will definitely study its nature.

“The Cabinet of Ministers must be headed by a competent, educated person who cares for the country. Now we see the opposite picture,” in the text of the resignation letter. “The advertising face of Apple, the person sleeping at the opening of the Olympics, advising teachers to “work somewhere to earn extra money somehow in order to survive,” should not be at the head of the cabinet of ministers. The fish rots from the head, maybe this is where the “efficiency” of the work of the ministries comes from?! " – the authors of the petition continue.

Not long ago, Dmitry Medvedev wished “all the best” and advised “hold on” to residents of annexed Crimea who complained about small pensions. The prime minister was immediately reminded of the expensive clothes he periodically appears in public in.

Political scientist Nikolay Petrov believes that, despite the petition gaining momentum, no resignation of Medvedev should be expected in the near future, because he is doing an excellent job with his role under Vladimir Putin:

– It seems to me that this petition is a bit of a strange outburst, partly related to the election campaign, because Medvedev heads the United Russia party. Partly this is irritation after the strange statements that the Prime Minister has made recently. But it seems to me that this has nothing to do with any real political process. That is, now it makes no sense to talk about the prospects for Medvedev’s resignation. Another thing is that elections will be held in almost a month.

And based on the election results, it is quite possible to expect some changes, including in the government. It is possible that there will be a change in the prime minister. It seems to me that, firstly, this is a natural political decision, and secondly, it will be connected with the strategy that the Kremlin will or will not be able to adopt. So far, the government is fully coping with the responsibilities that it has, namely maintaining a certain balance and solving some minor current problems. As soon as a decision is made on the strategic direction of movement, it does not matter in which direction this movement will be made, the government must act as a united team with a skillful manager at the head, which Dmitry Anatolyevich is unlikely to be.

– If suddenly after the elections this government is really dismissed and there is a new prime minister, how will we remember Dmitry Anatolyevich Medvedev as prime minister?

He did not and does not have his own team

– It seems to me that he will be remembered for the fact that at some point he consciously made a choice between 140 million Russian citizens and one voter. All these years he remained faithful and devoted to Vladimir Vladimirovich Putin. He was probably a good manager in some positions (not the position of prime minister). But this does not exclude the possibility that he managed to be some kind of bright and memorable prime minister. Another thing is that the role that was assigned to him in this post even today excludes any serious movements in the formation of the team. It is important and characteristic that when Dmitry Anatolyevich came to power in 2008, he did not have a team, because he had never headed anything. The surprising thing is that even today, almost 10 years later, it seems to me that it is not worth talking about the fact that he has some kind of team.

– Dmitry Medvedev is a person from Vladimir Putin’s inner circle. Surely, even after his resignation from the post of prime minister, he will not disappear. What role do you think is destined for him?

Upon leaving, he will be offered a prominent post

– It seems to me that Dmitry Anatolyevich could be a very good leader, say, of the entire court system and responsible for carrying out judicial reform. Therefore, some experts say: look how long the chairmen of the Constitutional and Supreme Courts have been sitting in their posts. People keep this place for Dmitry Anatolyevich. In addition, the courts moved to St. Petersburg. It seems to me that he would be quite good at this job. Another thing is that he is not an organizer, not a manager. In this sense, his current position, on the one hand, does not allow him to reveal himself fully, but on the other hand, he is probably the best prime minister in it. Of course, with his departure he will be offered some very prominent post. And it could be anything,” says political scientist Nikolai Petrov.

The authors of the petition for the resignation of Dmitry Medvedev believe that his statements about teachers and salaries insult teachers. But the Honored Teacher of Russia, teacher at Lyceum No. 1525 “Sparrow Hills” considers these words to be ordinary stupidity and is not offended by the Prime Minister:

– I just laughed. I saw this petition. In general, I often sign such petitions, because very often there is feedback and it is clear what those who signed the petition have achieved. I see that in some cases, it is indeed possible to do something like this by signing a petition. But in this case, I didn’t sign the petition, because it seemed to me, on the one hand, funny, and on the other hand, these glory seemed stupid to me, forgive me for such a description. Of course, if you look at it from another point of view, a person holding such a position had no right to speak out like that.

– What guides teachers who go to work at school, knowing about low wages?

Many teachers love their profession

– This is a very creative profession. I very often hear not only from parents, people who have nothing to do with school or education, but also from colleagues who work with teachers, for example, who give lectures to teachers, who are a little bit dismissive, but in any case not particularly high reviews. At the same time, I met a lot of interesting colleagues, in a variety of places. For example, I had to give lectures to village teachers. I remember in the early 90s I came to Kostroma to give lectures. People from surrounding villages came, but salaries were not paid then. And I remember very well the story of one teacher who complained that there was no money at all, but she had to pay 6 rubles for a bus ticket. And she arrived. I remember I lectured until I was hoarse, until I lost my voice. Not as many hours as I should have, but as many as I could. I was completely amazed by these people. The questions were wonderful, the faces were wonderful. I see a lot of colleagues like this. Of course, there are different teachers. But I think that many people love their profession.

– How much do teachers in Moscow and the provinces earn?

– I can speak completely freely on this topic. I must tell you that I am very often surprised by the figures that are announced in Moscow, at least. If they talk about the province, they usually quote very low numbers. When they talk about Moscow, they talk about some absolutely insane salaries of 50–70 thousand. I receive 40 thousand rubles in my hands, despite the fact that I am an honored teacher and, accordingly, have the right to a very significant salary increase. I don't have a very high workload because I can't handle a high workload. In fact, this is piecework, jewelry work with children.

– Children also know about the low salaries of teachers. Is this topic being discussed somehow? Can children afford to express some kind of disdain towards teachers because their salaries are not very high? Or are you surrounded only by amazing, well-mannered and wonderful children?

The teaching staff is becoming obsolete all the time

– I am surrounded by different children. I now work with children not only in the humanities, but also with children who study in classes of a different profile. Among them there are a lot of children who are not shy about showing me that they don’t need literature and, in general, why I’m trying so hard here is unclear. But I have never heard such open contempt in terms of the status of a teacher and his pay. Although I think, of course, when a child chooses his own path, this path is discussed in the family, the question inevitably arises. And the fact that there are absolutely no... Well, it’s impossible to say that there are absolutely no young teachers at all. There are young teachers, of course. But still, the teaching staff is becoming outdated all the time. This is, of course, a very revealing thing.

– How does the state treat teachers?

– I can give an example that absolutely amazed me, not about the salary at school, although that is also indicative. This year, among several colleagues, I was invited to the Ministry of Education. We were asked to very quickly make a series of films about literature lessons. Businessmen were sitting right there. Apparently, representatives of those companies that were supposed to somehow technically provide the program. They have already decided - that’s it, they have come up with the form of the lesson. At the end of this conversation, my colleagues, who generally expressed doubt that something so serious could be done in such a time frame, who were accustomed to working thoughtfully and deeply, asked: how much will be paid for this work? After thinking and looking at each other, they told us how it was such a great favor: well, a thousand rubles each. Of course, this speaks about the attitude towards the teacher. And this is completely consistent with the words of Dmitry Anatolyevich Medvedev. In general, I think each of my colleagues sitting at this meeting felt a sense of humiliation,” said Honored Teacher of Russia Evgenia Abelyuk.

Dmitry Medvedev said his next “pearl” about teachers and their income on August 2, speaking at the “Territory of Meanings on the Klyazma” forum. In response to a question from a teacher at the University of Dagestan about the low salaries of young teachers and professors, he recommended that they try to earn “something more” and hinted that there are many places where this can be done faster and better. At the same time, he explained the high earnings of security forces by the danger of the profession.

"TASS/Ruptly"

Prime Minister Dmitry Medvedev presented the results of the government's work since 2012 in the State Duma and answered questions from deputies. This is Medvedev’s sixth speech as head of the Cabinet.

About the army and space

During the tenth anniversary interview, the head of government traditionally summed up the results and also assessed the events that took place this year. AiF.ru provides the prime minister's main points.

The economy has emerged from recession and is growing

During the interview, the prime minister said that the economy has “entered a growth phase,” and by the end of the year it will be about 2%.

“Last year there was a decline in the economy, negative growth. This year the situation is different. Analysts - both ours and foreign ones - agree that we will get about 2% GDP growth,” the prime minister said.

In addition, the prime minister noted that this year inflation is at a record low - less than 3%. This is the lowest figure in the entire post-Soviet history, the prime minister emphasized. According to the head of government, at the end of the year income growth is expected at 3%, and nominal income at 7%, and the growth of investment in fixed assets in the Russian Federation at the end of the year will exceed 4%.

“The ruble has become untied from oil”

Medvedev gave a forecast regarding the ruble exchange rate. The prime minister said that now the ruble exchange rate remains stable, since the value of the national currency has ceased to react sharply to fluctuations in oil prices. Answering the question of how Russians should store their savings, the head of state advised keeping them in rubles, since the majority of Russian citizens have income and expenses in the national currency.

“The ruble has become untied from the oil rate,” he said. “Taking into account the fact that the majority of our population keeps savings in rubles, pays in rubles and receives salaries in rubles, the answer to this question is obvious.”

Poverty is “the flip side of the underdevelopment of our economy”

The Prime Minister said that in recent years there have been more poor people in the country. According to Medvedev, the government should take measures to provide assistance to those who need it most - pensioners, disabled people, large families.

“The problem with our social system is that it smears everything with a thin layer. Everyone has the same benefits. The idea of targeting is important, to register those who need support: pensioners, disabled people, people with many children. It is in these categories that decisions are made. This is an increase in pensions, indexation, a program for social and medical rehabilitation of disabled people, support for families with children - a key task, our future. Financial problems of families are the main limiter,” Medvedev said.

The head of government said that there would be no collapse of the ruble before the New Year.

Maternity capital will be maintained until 2021

Medvedev said that the government will extend the maternity capital program, as it has shown its effectiveness and has led to an increase in the birth rate.

“Supporting families with children is a key task. This is our future. It’s bad when people, when planning a family, face financial difficulties,” Medvedev said.

The Prime Minister also recalled the recently announced Vladimir Putin initiatives that relate to payments at the birth of the first child, as well as subsidizing mortgage loans.

The government plans to index pensions in January

According to him, next year it is planned to index pensions, and the indexation should be 3.7%, which is higher than the inflation rate.

“I want to officially say on behalf of the government and the Pension Fund: everything is in order, there is money to pay pensions, and there will be no problems at all,” the prime minister said. “We proceed from the need to pay pensions and index them next year not even in February, but in January. And this indexation will be clearly higher than inflation.”

The Prime Minister noted that the issue of payments is not as pressing as the issue of proper optimization of cash savings. Medvedev admitted that the social system is not entirely fair, and the government should pay attention to targeted social support.

The tax system will not change

Medvedev said that rates in the Russian Federation have not changed for several years. According to the prime minister, the flat scale of personal income tax (PIT) has justified itself, and no decisions have been made to change it yet.

“We promised that during the current period, and the president spoke about this, that the basis of the tax system will not change. And we did it. In general, the basis and rates have remained the same,” the head of government said.

He assured that “there are no decisions on changing personal income tax rates (currently 13% - note by AiF.ru) right now.” At the same time, Medvedev pointed out, “there are no eternal taxes.”

It is necessary to abandon shared construction agreements

The government will work to prevent the manipulation of shareholders' money in the future. Medvedev called for the abandonment of shared construction agreements, which he considers “the legacy of an underdeveloped housing market.” According to him, one should strive to switch to a “civilized mortgage”, at the expense of government subsidies or at the expense of the employer.

The Prime Minister called for the completion of all existing share participation agreements and closure of the problem of defrauded shareholders.

The new governors started to work well

Answering questions, Medvedev said that the rotation of governors and the rejuvenation of the governor’s corps is the right trend. According to him, the acting governors have begun work and are showing good results.

“The new governors - so far acting - fit in very well. Let’s see what they can do,” Medvedev said.

Medvedev said that the government will provide subsidies to the regions and restructure debts, but at the same time the regions themselves must be responsible. “If you give the regions powers, they cannot always fulfill them, so we need to act carefully,” he said.

“The federal government will still have to help the regions, despite the fact that Russia is a federation,” Medvedev said.

There is a chance to improve relations with the United States

Answering a question about improving relations with the United States, Medvedev said that Russia has its own position and Moscow has not done anything to worsen these relations, which he called “disgusting.” According to the prime minister, there is always a chance to improve them.

The prime minister said that a number of business representatives do not agree with Washington’s actions, but some American politicians continue to promote anti-Russian rhetoric. According to the Prime Minister, US business, society, and Donald Trump.

The victory at the Olympics in Sochi in 2014 was fair

The Prime Minister noted that there are doping problems in sports in the Russian Federation, but they do not cast doubt on the results of the Sochi Olympics in 2014; the victory was fair. Over the past week, Russia was immediately deprived of 11 Olympic medals in Sochi; the country fell back to 4th place in the medal standings, although it was in first. The prime minister called the doping scandal another anti-Russian campaign.

“This is pure politics,” the prime minister said. “The doping itself is 30%, the rest is just manipulation to promote anti-Russian hysteria.”

Medvedev does not see himself as a presidential candidate

Answering a question about candidates for the 2018 presidential election, Medvedev said that United Russia would support Vladimir Putin's candidacy if he decides to participate in the election campaign.

“If Vladimir Vladimirovich Putin nominates himself or agrees to his nomination, our party and I personally as chairman will support him in every possible way, because we believe that he is a successful president who leads our country. Who will nominate and how will ultimately depend on the candidate himself,” Medvedev said.

According to him, in the current political season he does not see himself as a presidential candidate.

VILLAGE BORSHCHEVKA (Tambov region), April 4 - RIA Novosti. Behind the “so-called investigations” lies an attempt to drag people out onto the streets, to achieve political and selfish goals, said Prime Minister Dmitry Medvedev. According to him, this is a “dishonorable position.”

Previously, Alexey Navalny posted on his channel in YouTube a film that talks about how the Russian prime minister, with the help of non-profit foundations, allegedly acquired various property. Medvedev’s press secretary Natalya Timakova said that it makes no sense to comment on this “investigation,” emphasizing that Navalny’s material is of a clearly pre-election nature, as he himself says at the end of the video.

“Who benefits from this? It benefits those who order these kinds of stories and materials. These are, as a rule, people who have very specific political goals. They are trying to show that the authorities are behaving badly, and they are better than everyone else. Everything would be fine , if there weren’t a very definite story behind it. The story is to get people out onto the streets and achieve their political goals,” Medvedev said at a meeting with Rusagro workers.

According to the prime minister, “all these stories that are being filmed, by the way, are being filmed for a lot of money, and this money is collected, of course, not from the people, but there are private sponsors who are behind it all, they are aimed at achieving a very specific political result."

“And everything is done according to the principle of “compote”: they take all sorts of different dregs, collect all sorts of nonsense: if it concerns me, then about people I know, about people I’ve never heard of, about some places where I’ve been , about some places that I have also never heard of. They collect some pieces of paper, photographs, clothes and then create such a product and present it,” Medvedev noted, clarifying that it is quite difficult for the viewer to understand this, “ and if you pay well for it, then the product turns out to be quite good.”

Minors hostages of a political program

The project is closed, it's time to collect the fee. The State Department stood up for NavalnyThere is evidence that the youngest participants in an unauthorized rally in Moscow, organized by Alexei Navalny, were promised cash rewards if they were detained. Be that as it may, the performance took place. The producers are happy.

The political goals of such activities, the prime minister believes, are completely obvious.

“The character you are talking about, he openly says: everyone is bad and elect me president. Without any embarrassment. And for this he drags people into the streets, very often minors. Which, in my opinion, is practically a crime. And he makes them hostage to their own political agenda,” he said.

Medvedev emphasized Navalny's criminal record, whom the court, during a retrial, found guilty in the Kirovles case and sentenced to five years probation.

“In this regard, there should be no illusions. Nevertheless, through social networks, young people are pulled out, these youth come out with certain slogans. And, unfortunately, they come out in violation of the law. That is, in essence, they are being put under the law enforcement machine, and they are... they then suffer for this. This is a dishonest position. This is simply a way to achieve one’s own selfish goals. I cannot describe it any other way,” the prime minister continued.

Responsibility to citizens in continuing work

Medvedev also expressed his personal attitude towards Navalny’s film.

“You know, in general I have strong nerves, otherwise I would not be able to work in the positions in which I work. I worked as president, and in the government when I work, if I would react every time to this kind of attack, to this kind of kind of provocation, then I simply wouldn’t be able to do normal work,” he said.

“I continue to work, do my job. This is my responsibility to the citizens of the Russian Federation,” Medvedev concluded, noting that provocations are the simplest thing that can be done.
